Past Performance
Information regarding a contractor’s actions under previous contracts and orders, also known as past performance, is an indicator of future performance and is one of the most relevant factors that a selection official should consider in awarding a contract. This page contains guidance and tools that have been developed by the General Services Administration (GSA), the Office of Federal Procurement Policy (OFPP), and others to help agencies improve their reporting and use of past performance information.

- The Office of Management and Budget (OMB) and the American Council for Technology and Industry Advisory Council (ACT-IAC) have collaborated on a series of acquisition-based presentations called “Lifting the Curtain.” The "Lifting the Curtain" Past Performance Acquisition Seminar offers valuable insight and useful information on the purpose, selection, and evaluation of past performance information that is beneficial and applicable to both government and industry acquisition professional.
- OFPP, in coordination with FAI, conducted an Acquisition Seminar, entitled Past Performance: Key Elements and Best Practices for Reporting Timely and Quality Evaluations, that breaks down the guidance found in the OFPP memos and offers many helpful tools and tips on how to most effectively evaluate and use past performance information.

Reporting Tools
- The Contract Performance Assessment Reporting System (CPARS) is a web-enabled system used to document contractor and grantee performance information as required by Federal Regulations. Completed CPARS reports are used to support future acquisitions. Those with further questions about CPARS should consult the CPARS guidance document.
- The Federal Awardee Performance and Integrity Information System (FAPIIS) is a web-enabled application used to collect contractor and grantee performance information including Terminations for Cause or Default, Defective Cost and Pricing Data, Determinations of Non-Responsibility, Terminations for Material Failure to Comply (grants), Recipient Not Qualified Determinations (grants), Defective Pricing Determinations, Department of Defense (DoD) Determinations of Contractor Fault, and Administrative Agreements, Subcontractor Payment Issues and Trafficking in Persons . FAPIIS also includes contractor self-reported Criminal Convictions, Civil Proceedings, Administrative Proceedings, and settlements.
